What is better; a long web page where viewers can scroll down to read the text, or many web pages that break the text down into bite-size chunks?

There are disadvantages to both. This article says a good place to stop is “three screens of content”. Anything longer, and it runs the risk of annoying the site visitors. At the same time, putting too many things on separate pages leads to viewers having to print out page after page.

However, if a page is liable to change very often, it’s best to go with scrolling. It would be more time-consuming to have to edit page after page, instead of making large edits to just one.

One thing I would be keen to do is create two different layouts, as was mentioned in this article. It is always a good thing to make sure your users can navigate your page easily, and if you need more than one version of your page, so be it. It is akin to creating both a Flash and a non-Flash version of the page; satisfy one group of people without alienating the other.
